Larry Irving

Larry Irving served at the legislative director for Rep. Mickey Leland (D-TX). An expert in telecommunications policy who is credited with coining the term "digital divide," he served as the head of the US Commerce Department's national telecommunications and information administration under President Bill Clinton.
