WASHINGTON, : File photo dated 15 July, 2002 shows US Representative James A. Traficant Jr. (D-OH) testifying before the House Ethics Committee on Capitol Hill in Washington DC, in what some expect to be a battle to keep his seat in Congress. A House ethics panel found Traficant guilty of ethics violations 18 July 2002, a move that could lead to expulsion from Congress for the colorful and controversial lawmaker. Traficant was found guilty of bribery, racketeering and tax evasion charges in April. A sanctions hearing is scheduled for later 18 July before the full House Ethics Committee, which will present its findings to the House of Representatives. The full committee could recommend expulsion or a lesser sentence. If expulsion is recommended, the full House must approve it by a two-thirds vote. If that happens, Traficant would become only the second member of Congress to be kicked out since the Civil War.
